Stealing items set out at the curb for recycling is illegal in Lynwood. This type of activity is sometimes referred to as “scavenging”.
Per Lynwood Municipal Code 9-1.40, a person is not allowed to remove or meddle with a container or remove an item from a rubbish, recycling or garbage container unless he or she is the owner, owner’s employee or agent, an employee of the City of Lynwood or a person employed by a contractor authorized by contract by the City of Lynwood.
Scavenging is an issue as often times those who scavenge leave trash outside of bins, leaving the property owner a mess to clean up. Furthermore, a scavenger may not only be looking for recyclable materials, but can also be scavenging for sensitive personal information about you, assisting them potentially stealing your identity.
Scavenging can also endanger the welfare of those scavenging, by either exposing them to harmful rubbish, or putting them in harm’s way when they are collecting in areas of high on-coming traffic.
What can you do?
All Lynwood residents are encouraged to report scavenging to the City of Lynwood. It is advised that residents do not confront the scavengers, instead report the details of the scavenging by highlighting:
