PROJECT: Plaza Mexico Residences (Lynwood Transit Area Specific Plan)

Pursuant to the California Environmental Quality Act (CEQA)(California Public Resources Code Section 21000 et seq.) and the State CEQA Guidelines (California Code of Regulations Section 15000 et seq.), the City of Lynwood, as Lead Agency, is circulating for public review a Draft Supplemental Environmental Impact Report (Draft SEIR) for Plaza Mexico Residences (Lynwood Transit Area Specific Plan).

PROJECT LOCATION: The 315-acre Lynwood Transit Area Specific Plan (LTASP) is in an urbanized area in the western portion of the City of Lynwood in Los Angeles County. Lynwood is an incorporated municipality in the southern portion of the Los Angeles Basin. It is at the intersection of two major freeways, I-105 and I-710, on the east, and on the west is the Alameda rail corridor, which connects the ports of Long Beach and Los Angeles to the rest of the Los Angeles metropolitan area, Orange County, and the Inland Empire.
The proposed Plaza Mexico Residences site is located within the LTASP. This approximately 3.6-acre vacant site is at 3000 East Imperial Highway on the western side of the Town Center District. The property consists of a vacant 3.6-acre parcel bordered by Imperial Highway to the north, Beechwood Avenue to the south, State Street to the east, and an auto glass business to the west.

PROJECT SUMMARY: The project applicant (3000 E. Imperial, LLC) is proposing to develop the Plaza Mexico Residences, a high-density, mixed use development. Specifically, the Development consists of 348 rental units and 26,417 square feet of retail and restaurant uses within a six-story podium-style building. Other components include vehicular and pedestrian circulation improvements; parking garage; common area landscaped courtyards and hardscape areas. The mix of residential, retail, and restaurant uses is consistent with the land uses allowed under the LTASP for the Town Center District. The amount of residential and non-residential development proposed is also consistent with the amounts accommodated in the LTASP for the Town Center District. To implement the project, a number of specific plan amendments are being proposed. However, none of the specific plan amendments result in an increase in allowable intensity/density within the overall specific plan area. The overall number of residential units and square footage of non-residential uses would remain the same, and land uses would be in the same areas as shown in the adopted LTASP.

REVIEW PERIOD: The Draft SEIR will be available for public review for a 45-day public review period from June 19, 2018, to August 6, 2018 at the locations listed above.
The City is seeking input from both agencies and the public on the Draft SEIR. Due to the time limits in state law, written comments must be sent via mail, or e-mail no later than 5:00 PM on August 6, 2018. All comments and responses to this notice should be submitted in writing to:
